The STREAMS Foundation is a non-government organization working with communities in the mountain region of Northern Luzon. Through its work, the foundation has accumulated a wealth of experience in transferring know-how in developing simple business systems and capacity enhancement to cottage-level producers. It aims to improve the productivity of micro-enterprises by providing access to various inputs including credit, technology, management, know-how and links with market.

The WINNER-STREAMS cooperation started in May 2000 when members of the foundation attended the first WINNER training course on E-commerce and International Trade held at the WINNER office. This continued for several training courses until the Office of the Vice-Governor of Benguet, together with the regional offices of the Department of Labor and the Department of Trade and Industry organized a WINNER training seminar in Baguio City for 40 women entrepreneurs. The training on the use of E-commerce tools and international trade was an eye opener for many of these entrepreneurs. It greatly supplemented the training programs on accounting, bookkeeping and business management that STREAMS itself conducted. This keen interest in E-commerce has resulted in the installation of a WINNER Help Desk at the STREAMS office in Baguio City. The help desk has been a regular venue for apprenticeship by STREAMS constituents on E-commerce and business management.
Established in 1995, the foundation has 10 employees. It works with people's organization, government agencies and projects that address the issue of property alleviation, development of micro-enterprises and improvement of the quality of life of the people in the depressed communities in the mountain region comprising the provinces of Kalinga, Apayao, Abra, Ifugao and Mountain Province.
